As funny as it isn’t, linux removed russians contributors.
Not because they submit bad code, but because:
- US told the “free software” to impose “sanctions”
- Linus is finnish. Finns have history with russians.
- Russian contributors are, well, russians.
So, is not about code quality or what brings in plus to linux kernel, is about ethnicity. As someone told:

The point is that it seems that someone really wants to kill open and free software, as in freedom….
It is not a problem that Linus doesn’t want someone to contribute to linux, his creation, is about that Linus prioritize his grudges/ orders before code. So, linux could become less reliable and compatible because of that.
Indeed, it could be forked and than others will have more complete code base than linux, but is by choice, in my opinion a bad choice. Even for US itself: the “enemy” will have a better tool than US itself that has chosen to have under its control a less of a product (linux) than its adversaries.
As a final note, even if they will be invited again, I have a feeling that many contributors will refuse.
